Position Description

East Bay Municipal Utility District (EBMUD) seeks a highly qualified individual with exceptional critical thinking, problem-solving, interpersonal and communication skills. This civil service exempt/at-will position is in the Inter-Governmental Affairs Office of the General Manager and reports to the Manager of Legislative Affairs.

This key player will analyze state and federal legislation and policy proposals, assist in developing and implementing strategies, and advocate with stakeholders, including the legislature, to advance EBMUD legislative interests in the complex areas of water, wastewater, natural resources, local government operations, and related issues.

The ideal candidate is experienced working with the state legislative process and prepared to:
• Track all introduced and amended state legislation, manage review by interdisciplinary staff from multiple departments to identify potential effects on EBMUD operations, policies and programs and develop position recommendations
• Develop and compose in-depth written analyses, including policy recommendations, on complex federal and state legislation and initiatives with the potential to affect EBMUD operations, policies and programs for management, the General Manager and Board of Directors
• Write letters, advocacy pieces and other detailed materials on state and federal legislation of interest for use in promoting EBMUD’s interests in the legislature, Congress and with other stakeholders
• Collaborate with a wide array of stakeholder interests, including representing EBMUD with professional associations, to accomplish legislative and policy outcomes consistent with EBMUD policies and program objectives
• Advance EBMUD positions on various proposals, initiatives and legislation affecting EBMUD operations, policies and programs by interacting with professional associations, stakeholder representatives and the legislature
• Work with EBMUD staff to develop state legislative proposals for consideration by management and the Board of Directors
• Review, evaluate, and respond to proposed legislation prepared by other organizations and stakeholder interests
• Recommend legislative strategies to the Manager of Legislative Affairs to ensure the protection of EBMUD’s interests
• In consultation with staff and EBMUD’s federal representative, develop recommendations for federal initiatives and prepare materials for use in advancing EBMUD’s federal interests
• Demonstrate the highest ethical standards and integrity in representing EBMUD’s policies, programs and Board of Directors
• Establish and maintain effective working relationships with concerned parties
• Provide leadership, guidance and motivation to EBMUD staff on a variety of legislative issues
• Support the Manager of Legislative Affairs activities in implementing EBMUD’s legislative program

The annual salary is $119,604 up to $172,764. Initial placement within the range is based upon qualifications.

Position Qualifications

1. A bachelor’s degree* in political science, economics, public policy, public administration, government, or a related field.
2. A minimum of five years of progressively responsible experience in water and environmental public policy areas that meets the profile of the ideal candidate.
3. Valid California driver’s license and satisfactory driving record
4. Physical characteristics to perform the critical duties of the position
5. Willingness to work beyond normal work hours when needed

*An advanced degree in a related field and legislative experience are highly desirable.
