Position Description

Under general direction, the Environmental Services Specialist (ESS) performs duties largely within two disciplines:
Water Resources or Environmental Compliance. ESS-Water Resources performs day-to-day recycled water
or water conservation administration, including: landscape irrigation surveys, recycled water program related
tasks (cross-connection testing/site inspections, training, and program tracking), as well as customer service and
outreach. ESS-Environmental Compliance performs technical tasks in support of environmental compliance in
regards to National Pollutant Discharge Elimination System (NPDES) compliance, permit applications, hazardous
materials management, environmental analyses and assessments, fats, oils, and grease (FOG) program inspections,
clean water program outreach, and other related work. Cross-training and work between disciplines is expected.

Position Qualifications

Typical Duties:
• Conducts cross connection testing, annual recycled water site inspections, and irrigation coverage inspections
in compliance with State and recycled water permit requirements.
• Reviews publications, standards, and regulations, and attends meetings and seminars to track regulatory developments and assist in developing and maintaining the City’s environmental compliance, water conservation, and recycled water
programs.
• Develops and delivers enforcement actions against violators of the City’s municipal code and regulatory permits/
regulations.
• Provides routine staff training on topics including recycled water.
• Provides exceptional customer service while responding to public inquiries, complaints, and service requests..
• Maintains accurate files, logs and records in assigned areas of responsibility.
• Assists in the preparation and data gathering for the development of regulatory documentation, including report
submittals following management review and approval.
• Tracks and coordinates the connection, operational progress and program compliance of recycled water customers and
the recycled water program. Tasks include coordinating and conducting inspections, reviewing customer self-monitoring
reports, following up on violations, keeping and updating records, collecting data for reporting, and providing timely
feedback on program status.
• Assists in the administration of the City’s backflow prevention program, including customer notification of noncompliance.
• Investigates water waste complaints by collecting information, determining source and violators, and documenting findings.
• Performs routine inspections for illicit discharges, industrial and commercial site stormwater controls, stormwater treatment controls for new and re-developments, trash load reductions, and fats, oils, and grease inspections.

THE IDEAL CANDIDATE
Will possess knowledge of:
• Public speaking proficiency in small and large groups and exceptional customer service skills.
• Personal computer applications in performing research and analysis and document preparation.
• Applicable federal, state, and local laws and regulations.
• Recycled water inspection technique, including cross connection testing.
• Operation and mechanics of irrigation hardware, such as controllers, valves, rotors, and backflow devices.
Will have the skills and abilities:
• Critically assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.
• Read, interpret, and evaluate plans.
• Effectively communicate OSD/City requirements, policies, and procedures.
• Use office equipment and technology, including computers and related software, and master new technologies and
field techniques.
• Establish good working relationships with residents, property owners, landscape professionals, business community and others involved in facility maintenance operations.
• Work independently within established guidelines.
• Perform cross-connection inspections, pressure testing to check for leaks, and pressure test.
Experience:
A typical qualifying background would be a bachelor’s degree from an accredited college or university with a major in physical science, engineering, environmental science, biology, or a related field, or an Associate of Arts degree plus five years of work experience in a position and field with direct relevance to duties described herein. Public sector experience and certification and/or training in landscape irrigation auditing, storm water inspections, recycled water site inspections, and/or FOG inspections are highly desirable.
License:
• Backflow tester certification and subsequent Cross-Connection Specialist certification are highly desireable or must be obtained within two years of hire.
