The Manager of Watershed and Recreation is responsible for managing and supervising, directly or through subordinate supervisors, a variety of developmental, operational, resource protection, and maintenance work on 28,000 acres of watershed land in the Mokelumne basin that includes five recreation areas at Pardee and Camanche reservoirs.

This manager represents East Bay Municipal Utility District (EBMUD) before Amador, Calaveras, Alpine, and San Joaquin county agencies, special interest groups, and the media. Policy coordination with federal, state, and local agencies is a major responsibility. Responsibilities include:
• Preparing memos, technical reports, and correspondence.
• Supervising the fire prevention and suppression program on EBMUD watershed lands including coordination with outside agencies.
• Monitoring lessee compliance with lease stipulations in a variety of watershed and recreation contexts.
• Preparing and administering recreation area concession contracts including review of fees and capital improvement programs, and overseeing and monitoring concession operations.
• Developing the budget; analyzing cost effectiveness of all assigned recreation operations; recommending staffing needs and measures to improve operations.
• Participating in various watershed and recreation committees, boards and councils.
• Preparing and administering law enforcement and security contracts.
• Managing maintenance programs for recreation trails, fire access roads, and service roads.
• Planning short and long-range improvements to recreation areas, coordinating recreational studies with concessionaires, other departments, and agencies.
• Ensuring all programs comply with existing regulatory framework in managing natural resources, including the state and federal endangered species act, CEQA compliance as well as adhering to existing EBMUD interagency agreements.
• Managing EBMUD’s Integrated Pest Management practices and guidelines in administering watershed and range programs.
• Supervising range and forestry studies and recommending improvements; implementing range and forestry enhancements to prevent soil erosion and to prevent the degradation of water quality; monitoring timber harvesting activities upstream of EBMUD for water quality impacts.
• Directing the gathering of data to determine resource and habitat status, preparing monthly grazing reports, compiling and analyzing range condition, composition and utilization data, etc.
• Overseeing preparation of brochures, slide shows, news releases, displays, lectures and similar public relations activities relating to range, forestry, watershed and recreation management; as well as educational outreach events and activities.
• Providing leadership and supervision to subordinate staff.
• Promoting and modeling EBMUD’s core values of stewardship, integrity, respect, and teamwork.

The annual salary is $129,444 up to $186,984. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($168,276 per year).

Position Qualifications

Any combination of education and experience that has led to the acquisition of the knowledge and abilities indicated above. Typical means of acquiring the essential knowledge and abilities is a combination of training and experience equivalent to:
1. A bachelor’s degree in recreation management, watershed, range or natural resource management, forestry, or other closely related field; and
2. Four years of experience with increasing responsibility for the management of range and forestry resources, and/or outdoor recreation operations and maintenance.
