Positions & Duties

The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Associate Engineering Technician classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

The Environmental Services Department is currently seeking to fill two (2) Associate Engineering Technician positions. Both positions are located at the Municipal Water System (MWS) office, located on Tuers Road. One position is in Municipal Water and the other position is in the South Bay Water Recycling section.

MUNICIPAL WATER SYSTEM DIVISION

The key duties of this Associate Engineering Technician position may include the following:

Coordinate scheduling and perform inspections of installation, capital and/or maintenance work for water mains, services, and other related facilities.
Coordinate with developers and property owners to install services and other facilities; communicate connection fees, rules, and requirements; issue temporary construction meters.
Receive requests for water meters, facilitate and document installation.
Draft plans for MWS Capital projects, and update to reflect as-built conditions. Draft plans for minor improvements, including new customer services, hydrants, and other facilities.
Manage project and water system documentation, including filing and distributing as-built plans, researching existing facilities, and assembling facility documentation.
Provide support for the water meter reading program by creating and updating meter route maps, and updating meter route programming in the City’s utility billing system.
Utilize the City’s utility billing system to run queries and collect water system data. Summarize data for reporting to local and state government, and other agencies as needed.

SOUTH BAY WATER RECYCLING (SBWR)

South Bay Water Recycling is currently seeking to fill one (1) Associate Engineering Technician position within the Permitting and Compliance section.

The key duties of this Associate Engineering Technician position may include the following:

-Assist in the reviewing of irrigation, civil, plumbing, and mechanical construction drawings and specifications to determine project compliance for recycled water based on the plumbing code and regulations.
-Work with internal and external municipal staff to prepare documents submitted by designers and contractors for submission to the California Department of Public Health for new and retrofit projects.
-Review, identify meter status, and electronically organize and file plans, using cataloguing systems, Adobe Acrobat, and satellite mapping programs.
-Provide recycled water plan review of basic design approach and the layout of a project, permitting, and regulatory compliance support.
-Obtain As-Builts and Record Drawings from permit applicants and developers.
-Provide support to obtain required construction contract management documentation
-Provide appropriate technical checklists, review comments, and details to designers and permit applicants.
-Provide customer support and support training site supervisors on the use of recycled water.
-Prepare and manage records for State, Local, Federal regulations, regulatory audits, and certifications.
-Manage compliance data using Microsoft Access and Excel.
-Conduct field work, record field notes, research and review historical site plans, and gather site information for recycled water connections and compliance.
-Interpret and review specifications and drawings, conduct research for recycled water site compliance.
-Provide project close out, cataloguing record drawings, and file management.

Additional Qualifications and Skills:

-Ability to understand basic engineering practice and make engineering computations.
-Ability to read, interpret, and produce engineering plans and sketches.
-Ability to maintain effective public relations and team work.
-Ability to collaborate with other City personnel, outside agency staff, contractors, and private consulting firms.

Education: Completion of high school, or equivalent (General Education Development [GED] Test or California Proficiency Certificate)

Experience: Four (4) years of increasingly responsible sub-professional engineering/technical support experience of which two (2) years of experience includes performing materials sampling and testing, drafting and developing plans and specifications, construction or infrastructure inspections, traffic engineering, or field surveying.

Acceptable Substitution: Successful completion of two (2) academic years or sixty (60) semester units of college level engineering technology courses or related field from an accredited college or university may be substituted for the two (2) of four (4) years of sub-professional engineering/technical support experience. There will be no substitute for the two (2) years of experience performing materials sampling and testing, drafting and developing plans and specifications, construction or infrastructure inspections, traffic engineering, or field surveying.

Licenses or Certificates: Possession of a valid State of California driver’s license
