Position Description

Overview:

Valley Water is looking for a highly capable Associate Civil Engineer to join the Water Utility Capital Engineering team that manages, designs, and supports large capital improvement projects including the Rinconada Water Treatment Plant’s $300M Reliability Improvement Project, $20M Coyote Pumping Plant ASD Replacement Project, and $15M Water Treatment Plants Electrical Improvement Project. The Associate Engineer will serve as the Engineer of Record and will be responsible for signing and stamping the civil engineering design plan, specifications and other technical documents. This position will also serve as Project Manager and supervise, lead, direct, oversee and participate in the work of professional engineering staff on civil engineering design teams for the preparation of civil engineering studies, reports, designs, and construction plans and specifications in the planning and design, and provide engineering support during construction. The Associate Engineer will also train lower level engineering staff and will also provide quality control reviews of civil engineering design submittals to ensure work quality and adherence to professional codes, standards and Valley Water specifications. This position may negotiate and administer consultant and professional service contracts and agreements as assigned.

Key Responsibilities include, but are not limited to:
Serve as the Engineer-of-Record (responsible charge) and sign, stamp, and date civil engineering plans, specifications and other technical documents. Perform a variety of professional civil engineering duties in the planning, design, and construction of capital projects including treatment plant, pumping systems, water and recycled water distribution facilities, etc. Prepare engineering designs and plans, specifications, and other technical documentation for proposed civil engineering projects.
Perform supervisory duties as well as serve as a project/program manager for various water supply projects; organize, direct, lead, plan, schedule, assign and review the work of staff; monitor and control project schedule and expenditures. Provide training and technical support to staff.
Participate in various engineering studies and related projects with Valley Water staff, outside agencies and consultants ensuring that deadlines, standards and specifications are met appropriately. Participate in and may coordinate regulatory, environmental and/or construction permit activities and processes within the District and with outside agencies.
Provide technical civil engineering support for various capital and operations projects including quality control reviews of civil engineering design submittals to ensure work quality and adherence to professional codes, standards and specifications.
Negotiate and administer consultant and professional service contracts and agreements as assigned. Provide project planning and project management services including project controls, project progress, schedule, costs forecasts, variances, critical path, change management, and close out procedures as assigned.
Provide engineering support to Valley Water civil engineering construction projects; assist in the inspection of contractor installations as necessary; provide engineering support during project construction including design changes, submittal review, request for information for contractors, interpretation of contract documents and assistance with change orders; prepare and review construction contract documents as assigned.
Represent the Valley Water in meetings or presentation to the public, contractors, and federal, state, and local agencies. Prepare and present a variety of engineering and administrative reports and correspondence, agenda packets, etc.

Ideal Experience:
Direct, hands on experience working on at least 2 capital projects going through the full cycle of planning, design and construction phases, specifically in the areas of industry facilities, water/wastewater treatment, pumping systems.
4 or more years of experience working on Treatment Plant Engineering Projects.
Signed and stamped Engineering designs including treatment plant design engineering documents.
Prepared Plans, Specs, Technical documents & Cost estimates.
Quality control/review of Project and treatment plant design engineering.
Proficient in Microsoft Office suite, GIS, and AutoCAD.
Codes, specs, standards and other industrial requirements.
Use of Engineering software to design, prepare drawings and specs.
Experience using relevant engineering design software such as InfoWater and InfoSurge modeling software is a plus.
Experience if alternative project delivery methods, such as design-build is a plus.
Experience at a public agency, working on capital projects from planning to design to construction is a plus.
Operational experience at facilities like water treatment or pumping plants in the capacity of operator or maintenance is a plus.

Ability to interpret and prepare revisions to engineering plans, drawings and specifications and when serving in registered capacity, review and certify engineering analyses and calculations, plans, drawings, specifications and contract documents.
Ability to prepare a variety of technical and administrative reports and documents.
Ability to set project priorities and exercise sound independent judgment within established procedural guidelines.
Ability to communicate clearly and concisely, both orally and in writing.
Ability to establish and maintain effective working relationships with those contacted in the course of work.
Good Attitude/Hard Working/Team player.
Ideal Knowledge:
Thorough knowledge in the areas of industrial facilities, water/wastewater treatment facilities, and pumping plants.
Thorough knowledge of project management principles.
Knowledge of means, methods, materials, specifications and codes.
Ideal Training and Education:
Bachelor’s degree in Civil Engineering.
Coursework in advanced civil engineering degree program in subjects relevant to the position.
Specialized coursework in subjects relevant to the position (for example, fundamentals of drinking water treatment, water distribution systems and operation, Project Management Professional, etc.)
Master’s degree in Civil Engineering preferred.
PE License required.
