Enterprise Workforce Planning

We are Enterprise Workforce Planning (EWP), a team within Human Resource Services at the SFPUC. We were founded in 2014 to address changing workforce needs and succession planning issues at the SFPUC. Our goals include:

· Creating evidence-based frameworks for integrated talent management

· Optimizing personnel processes to provide a unified and positive employee experience

· Providing development opportunities and meaningful career paths for all staff

· Defining standards to hire the best employees and manage their performance

POSITION DESCRIPTION

As a Workforce Planning Analyst, you will:

Work under the direction of senior analysts to perform professional work in analyzing, researching, and consulting functions related to competency-based workforce planning and other talent management initiatives. Specific duties will include:

· Manage a portfolio of internal clients in order to conduct research and analysis supporting the identification of critical technical, behavioral, and leadership competencies required for successful performance

· Independently research and analyze data using standard software programs such as SPSS and Excel to support competency modeling and special projects

· Develop survey instruments and interview questions to gather data from individuals and groups of subject matter experts

· Prepare professional, visually appealing reports, memos, and technical documents to ensure transparency of the project work

· Deliver effective and engaging presentations to diverse audiences

· Provide research and best-practice based consultation to business leaders related to talent management strategies and competency model implementation

· Independently leverage data management best-practices as well as continually improve team processes

· Lead or participate in other key initiatives associated with workforce planning and talent management

· Direct the work and assist in the professional development of workforce planning interns

To accomplish this work, you will need to leverage advanced features of technologies such as Microsoft Office Suite, SharePoint (including site development), and Survey Monkey, as well as basic features of Adobe Illustrator.

The nature of this work will provide analysts with direct experience in applied Industrial-Organizational Psychology, strategic human resource management, survey design and data analysis, and consulting.

Position Qualifications

MINIMUM QUALIFICATIONS
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
Possession of a baccalaureate degree from an accredited college or university.

Experience:
One (1) year of professional human resources experience in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.

License and Certification:

Substitution:
Education Substitution - Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)

Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for the one (1) year of required professional experience.

Desirable Qualifications

Graduate degree in Industrial-Organizational Psychology, or other closely related field (e.g., Industrial Psychology, Organizational Behavior, Applied Social Psychology, Behavioral Psychology)
