San Jose Water Company is recruiting for a Water Quality Supervisor in the Water Quality group. Under the general direction of the Director of Water Quality, the Water Quality Supervisor is responsible for a wide range of activities related to compliance with the Safe Drinking Water Act, water quality monitoring, source and distribution system water quality, flushing and drinking water regulatory compliance planning and reporting and technical support for the Operations, Distribution Systems and Engineering Departments.

Distinguishing Features:
The incumbent is distinguished by his/her direct supervisory responsibility for directing, reviewing, and evaluating the work of a Water Quality Engineer, Water Quality Inspectors, Water Quality Workers, and contract analytical laboratories to ensure compliance with drinking water monitoring and reporting standards. This class requires a thorough knowledge of water quality monitoring and reporting regulations and a working knowledge of water quality and related public health issues. The incumbent oversees the Company’s water compliance program, systematic main flushing program, water quality investigations, technical support to the Operations, Distribution Systems, and Engineering Departments, and the Company’s participation in AWWA’s Partnership for Safe Water.

Principal Duties & Responsibilities:
• Organizes and coordinates a comprehensive water quality monitoring program;
• Manages water sampling and laboratory services
• Maintains compliance records and prepares reports for regulatory agencies;
• Develops and maintains various databases and computer files to solve specific water quality problems
• Manages the Company’s environmental and water quality database;
• Interprets water quality data and monitoring requirements for staff, contractors and the public;
• Communicates with regulatory agencies on water quality compliance matters;
• Reviews analytical data to determine compliance;
• Prepares and publishes manuals related to water quality plans and programs;
• Administers analytical laboratory contracts;
• Participates in special projects related to water quality;
• Directs activities of flushing crew for systematic and emergency main flushing;
• Coordinates water quality related field emergency response, communicates with customers about complex water quality issues; and provides leadership and supervision to staff;
• May be required to work outside of regular business hours and on weekends to provide technical and field support during emergencies.

Required Knowledge, Skills & Abilities:
• General knowledge of water quality monitoring principles and practices.
• Familiarity with water chemistry, biology and bacteriology principles, terminology, and testing procedures.
• Understanding of state and federal water quality regulations.
• General knowledge of supervisory principles and practices; skill in planning, organizing, and coordinating programs and projects.
• Ability to utilize a personal computer and current software including word processing, presentation, spreadsheet, and database applications.
• Computer programming skills are desirable.
• Good written and oral communication and administrative skills.

Position Qualifications

Education and Experience:
Bachelor's Degree with a major in chemical, civil, mechanical, electrical or environmental, or sanitary engineering or one of the physical, chemical, or biological sciences is required. An advanced degree is desirable. Two years of journey-level experience in the operation and maintenance of a water distribution system with multiple pressure zones plus two years of increasingly responsible experience in a variety of water quality monitoring and compliance work are required. Two years of the required experience may be substituted with a Master’s or four years of experience may be substituted with a Ph. D.

Other Requirements:
Must possess a valid California driver’s license (minimum Class C) and have a satisfactory driving record. Must possess or obtain a T2 certificate within 12 months of appointment. Must possess or make satisfactory progress towards obtaining a Grade V Water Distribution Operator’s Certificate issued by the California State Water Resources Control Board after appointment to this position.
