We are comprised of three essential 24/7 service utilities: Water, Wastewater, and Power. We provide retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydroelectric and solar power to San Francisco’s City facilities and properties. Headquartered in San Francisco, we have about 2,300 employees working in seven counties with a combined annual operating budget of over $900 million.

Position Description

Under the direction of the SFPUC’s Integrated Water Resources Manager, the Water Operations Analysts will be responsible for coordinating and managing the Groundwater Project as part of the Capital Improvement Program. The Water Operations Analysts will be responsible for budgets, contracts, schedules, and coordination with internal and external groups. Coordinate Lake Merced Restoration. Duties include implementing a local groundwater supply as an emergency and regular drinking water source, developing the Westside Basin Conjunctive Use Project and restoring Lake Merced water levels, providing citywide groundwater consulting services related to existing uses, water rights, water quality, and participating in the Emergency Drinking Water Supply Project.Under general direction, the Water Operations Analysts performs technical tasks and analyses required in the operation of a large water supply system as well as for the operation and maintenance of water storage, transmission, pumping and treatment facilities, as well as right-of-way and watershed lands. The Water Operations Analyst coordinates activities not only within the Planning Bureau but also with other portions of the Public Utilities Commission, other agencies, wholesale water customers, the general public, stakeholders and volunteer groups.

Essential functions of this position include: Knowledge of: Theories and principles of water storage, hydrology, transmission, treatment, and/or management of rights-of-way and/or watersheds to protect water delivery reliability and water quality.

Skill in: Designing and conducting analyses; communicating verbally and in writing with a wide range of audiences

Ability to: Perform on-site inspections of watershed and right-of-way lands and water facilities as needed. Conduct analyses required for successful operation of a regional water supplier with water storage, transmission, and treatment responsibilities. Ability to perform outreach to determine the questions of both Division staff and other stakeholders such as the public. Ability to present findings effectively, both verbally and in writing.

Responsible for operation of hydraulic and operational models to assist in planning system operations, maintaining appropriate reservoir levels, anticipate impacts of proposed system configurations and construction projects

Essential functions of this position include but not limited to:

1) Provide ongoing information to management, customers, public, and others on system configuration, transmission and storage, water quality, treatment, blending percentages, emergency use, and operational plans.

2) Respond to customer questions related to water supply, water quality, treatment, drinking water regulations, and operations.

3) Develop and implement source water protection plan.

4) Develop and implement management and sustainability plans.

5) Develop well use data base and reporting protocols including key monitoring parameters and frequency of communications between key department personnel to meet objectives.

6) Implement monitoring protocol, action triggers, and reporting.

7) Coordinate water quality testing and analytical laboratory work.

8) Evaluate groundwater extraction rate and monitoring data to coordinate with system operators to modify operations.

9) Develop key operating plan criteria for year 1 operations and requirements to increase for subsequent year operations.

10) Participate in construction meetings and provide technical input during construction.

Position Qualifications

MINIMUM QUALIFICATIONS
1. Possession of a baccalaureate degree from an accredited college or university with a major in engineering, environmental science, wildlife biology, or other degree related to the specific function to which the position will be designated, or acceptable equivalent based on work experience; AND

2. Four (4) years of verifiable experience related to water supply and treatment operations or environmental management; AND

3. Possession of a valid driver's license.

Desirable Qualifications

**Desired qualification at least 4 years experience and possession of a valid Hydrogeologist Certification in the State of California or at least 5 years of experience in potable groundwater delivery and groundwater resource management.
