Position Description

East Bay Municipal Utility District (EBMUD) is seeking a seasoned Senior Windows Systems Administrator (EBMUD’s job title Senior Systems Programmer) with extensive background in building and managing a large production infrastructure. This person will join a team of Senior Systems Programmers in the upgrade and support of the Windows Infrastructure associated with EBMUD’s Industrial Control Systems (ICS). EBMUD’s ICS infrastructure includes Water Operations, Centralized Security System, Power Management System, Building Management and Control System, and Wastewater Operations.

We are seeking candidates with a solid, thorough understanding and EXPERT experience with the following:
• Windows administration, troubleshooting and performance tuning (Windows 7/8.1; Windows Server 2008 R2/2012 strongly preferred)
• Large-scale Active Directory and GPO design and implementation
• System Center Suite, particularly Configuration Manager
• Systems and application monitoring
• VMWare (VShere 5.5) implementation and support
• Centralized Anti-Virus administration

The ideal candidate will have the ability to:
• Work with a team of Senior Systems Programmers to architect, procure, and implement a Windows 2012 Active Directory domain forest that provides all shared services (Authentication, Application Updates, Anti-Virus, Remote Access, etc.) to the Windows ICS Infrastructure incorporating IT security best practices.
• Develop best practice policies and procedures for the support and maintenance of existing ICS hardware and software (Windows Server 2003 and 2008R2) and upgrades that will be implemented during this project (Windows Server 2012).
• Provide expert level product consultation and purchasing advice to non-IT ICS staff for upgraded hardware and software purchasing decisions.
• Provide VMware (VSphere 5.5) implementation and support for ICS solutions.
• Work with third party ICS vendors to ensure that all designs conform to vendor specified requirements.

And also knowledge of:
• TCP/IP networking fundamentals
• Cisco ASA firewalls
• VMWare administration
• Business continuity and disaster recovery
• Enterprise backup solutions, Acronis preferred

Ability to:
• Analyze and evaluate software and hardware requirements, procedures and packages
• Draw logical conclusions and make sound recommendations
• Prepare complete and concise program documentation
• Think logically in symbolic terms and interpret graphic representation of physical processes
• Establish and maintain effective working relationships

The salary range is $8,791 per month increasing to $9,231, $9,693, $10,178 and $10,687 after 6, 18, 30, and 42 months, respectively.

Position Qualifications

Any combination of education and experience that has led to the acquisition of the knowledge and abilities indicated above. Typical means of acquiring the essential knowledge and abilities is a combination of training and experience equivalent to:

1. Bachelor's degree

2a. *One year of experience programming business applications for computer systems and two years of experience in systems programming; OR

2b. *Two years of experience in systems programming, one year of which was at a level comparable to or higher than the EBMUD class of Systems Programmer II

3. Ability to serve in a rotation of 24/7 on-call support

*A bachelor's degree in computer science or closely related field that has included accounting courses may be substituted for one year's experience programming business applications.
