Position Description

Duties:
This position will serve as the Engineer-of-Record (sign, stamp and date and assume responsible charge) for pipeline engineering documents, and also serve as the “Technical Expert” or “Technical Advisor” in pipeline engineering for capital program projects. This position will serve as a project manager and may supervise a section or team as well as providing training to staff in pipeline engineering and other related work. Will perform complex technical pipeline engineering designs and prepare standards, technical documents and specifications. Will provide technical pipeline engineering services and support for various capital projects including quality control reviews of pipeline engineering design submittals. May serve as a project/program manager for various water supply projects; may negotiate and administer consultant and professional service contracts and agreements as assigned.

Key responsibilities include, but not limited to:
• Perform complex, technical pipeline engineering designs including transient analysis, surge analysis, cathodic protection, blow off, air release valve, pipe size, and other pipeline appurtenance calculations and designs. Prepare pipeline engineering studies, hydraulic analysis, simulations, modeling or programs. Prepare standards, technical documents and specifications.
• Provide technical pipeline engineering services and support for various capital and operations projects including cost/benefit analyses, quality control reviews of pipeline engineering design submittals to ensure work quality and adherence to professional codes, standards and specifications. Provide pipeline engineering support including field inspections for construction projects for conformance and compliance to contract documents.
• Perform supervisory duties as well as serve as a project/program manager for various water supply and flood control projects; organize, direct, lead, plan, schedule, assign and review the work of staffs; monitor and control project schedule and expenditures. Provide training and technical support to staff.
• Negotiate and administer consultant and professional service contracts and agreements as assigned. Provide project planning and project management services including project controls, project progress, schedule, costs forecasts, variances, critical path, change management, and closeout procedures as designed.
• Serve as the Engineer-of-Record (responsible charge) and sign, stamp and date pipeline engineering plans, specifications and other technical documents.
• Represent the District in meetings or presentations to the public, contractors, and federal, state, and local agencies. Prepare and present a variety of engineering and administrative reports and correspondence, agenda packets, etc.

Ideal candidate’s background includes:
• Experience working on Pipeline Engineering Projects 7+ years.
• Signed & stamped Engineering designs including pipeline engineering documents.
• Prepared Plans, Specs, Technical documents & Cost estimates.
• Quality control/review of Project and pipeline engineering.
• Strong knowledge of codes, specs, standards & other industrial requirements.
• Use of Engineering software to design, prepare drawings and specifications.

Position Qualifications

Experience:

Five years of professional engineering experience.

Training:

Equivalent to a Bachelor's degree from an accredited college or university with major course work in an engineering discipline.

OR

Possession of a valid California Engineer-in-Training (EIT) Certificate with two years of associated paraprofessional engineering experience.

License or Certificate:

Possession of registration as a Professional Engineer in the State of California within the assigned area of responsibility.
