Duties:
This position will be responsible for leading the civil engineering and technical work of other unit staff working on treatment plant technologies and water quality of recycled and purified water systems and preparing engineering studies and planning reports for the expansion of recycled water systems including hydraulic analysis, pipeline design, construction plans and specs and maintenance of recycled water systems.

This position will be responsible for negotiating with other agencies and recycled water producers and users, developing master planning documents, preparing recycled water agreements and providing coordination and communication with various units, i.e., Groundwater Management Unit, Operations and Maintenance Units, Communications Unit, Legal, Capital Improvement Program, etc. and external partners to advance the use of recycled and purified water in accordance with Board policy.

This position will serve as the Engineer-of-Record and will be signing and stamping planning studies reports and other technical documents.

Key responsibilities include, but not limited to:
• Provide lead direction and oversight on the civil engineering and technical work of other unit staff working on treatment plant technologies and water quality of recycled and purified water systems.
• Provide lead direction and oversight in the preparation and development of Master Planning documents, engineering studies and planning reports for the expansion of recycled and purified water systems including hydraulic analysis, pipeline design, construction plans and specs and maintenance of recycled water systems.
• Negotiate with other agencies and recycled water producers and users to develop and implement collaborative recycled water agreements.
• Coordinate and communicate with internal and external partners to advance the use of recycled and purified water in accordance with Board Policy.
• Represent the district for recycled and purified water in public meetings and other professional forums.
Ideal candidate’s background includes:
• Experience working for water and waste water agencies on recycled and purified water programs.
• Experience working with consultants to develop recycled water projects and/or doing research on new recycled water technologies and implementation of projects.
• Experience developing master plans, feasibility and pilot studies for recycled and purified water.
• Experience performing water quality analysis.
• Experience working and collaborating with recycled water or water regulatory agencies.
• Experience negotiating for developing and implementing collaborative agreements with multiple parties including cities, recycled water producers, external customers, consultants and internal entities.

Position Qualifications

Experience:
• One year of professional engineering experience at a level equivalent to that of the Associate Engineer classification (total of five years of experience).

Training:

• Equivalent to a Bachelor's degree from an accredited college or university with major course work in an engineering discipline.

OR

• Possession of a valid California Engineer-in-Training (EIT) Certificate with two years of associated paraprofessional engineering experience.
