Position Description

East Bay Municipal Utility District (EBMUD) invites qualified persons to apply for an immediate Limited Term (LT) opening (up to 2 years) in the Accounting Division of EBMUD’s Finance Department.

This position will have a key role in determining the future of how EBMUD, a water/wastewater industry leader, will manage finances for nearly $200 million a year in goods and services. As one of the financial system’s key members for implementing a new Enterprise Resource Plan (ERP) System, the incumbent will tackle questions including how a new technology should play a role in the way accounting is conducted now and into the future, how best to prepare for operating and capital budgets, how best to manage capital projects, and how to create a system that will be flexible to meet changing requirements. Specifically, this position will be deeply involved in selecting to replace a broad existing system consisting of general ledger, accounts payable, accounts receivable, asset management, project costing, miscellaneous-billing, budget, encumbrance, project management, reporting analytics, purchasing, inventory management, and vendor management.

Ideal candidate will have an understanding and knowledge of a complex financial system, financial-related activities, and financial reports necessary to serve the operations of a large public utility company. Equally valuable to the success of the project, the ideal candidate will have working experience on large size IT projects, system replacement or upgrade.

Position Qualifications

1. A bachelor's degree or its equivalent, with a major in business, accounting, finance, economics or a closely related field; and

2. Four years above the entry level of experience in either utility rate design or in accounting and financial analysis which has included experience in several of the following: auditing, accounting procedures development, long-range financial forecasting, budget development, short term investment pension asset and debt management, and the analysis and development of computer based accounting systems.
