Operations Supervisor – Pump Design and Maintenance

Position Description

Under the general direction of the Manager of Operations, the Operations Supervisor plans, designs, schedules, supervises, coordinates, and reviews the mechanical and electrical operation of remote pumping systems to control the operation of reservoirs and pumping facilities; directly supervises and has responsibility for the day-to-day activities of System Operators and Operations Maintenance Crews performing a wide variety of water production, storage, treatment, and distribution functions at a number of locations; and performs other related work and analysis as required.

Position Qualifications

Principal Duties & Responsibilities:
Incumbent plans, organizes, supervises, reviews, and evaluates the operation of the water distribution system and the work of technical operations staff engaged in monitoring and controlling pumping facilities; enforces safety rules; directs the efficiency testing program for booster and well pumps; manages electrical accounts companywide; develops work procedures and standards to ensure that treated water meets legal standards and that efficient and effective operating methods are utilized; inspects pumps, motors, chemical feeders, and other mechanical equipment on a regular basis to ensure proper operation; arranges for maintenance and repair when required; directs contractors in making infrastructure repairs; works closely with engineering and technical staff to recommend and implement improvements regarding the effectiveness and economy of operations; requisitions materials and supplies required for operations; recommends equipment modifications and purchases; prepares written reports, budgets, and analyses as required.

Education and Experience:
A Bachelor’s degree or equivalent in Civil, Mechanical, or Electrical Engineering or a closely related field is required. Four years of progressively responsible work experience in the engineering field. Possession of a DDW Water Distribution Operator Grade D-3 certification is preferred, and must make satisfactory progress toward possession of Grade D-5 after appointment to this position. Possession of DDW Water Treatment Operator Grade T-3 certification and/or a Master’s degree would be a plus.

Required Knowledge, Skills & Abilities:
Knowledge of supervisory principles and practices; knowledge of safety practices in the operation of water production and storage facilities; principles, practices, methods, and maintenance requirements involved in the operation of pumping equipment and associated distribution facilities; ability to interpret plant, piping, and distribution diagrams; use resourcefulness, initiative, and independent judgment, particularly in emergency situations; organize and prioritize work to meet varied and changing operational needs; establish and maintain effective working relationships with those contacted in the course of the work; utilize a personal computer to conduct detailed analysis and reporting. Candidate must be well versed in the effective use of computer applications and technologies including Supervisory Control and Data Acquisition (SCADA) technologies. Strong analytical and written/oral communication skills are mandatory. Experience in planning and scheduling of activities associated with construction and maintenance of electrical, mechanical, and pipeline infrastructure, including at least two years of supervisory experience, is desired.

Other Requirements:
Must possess a valid California driver’s license and have a satisfactory driving record. Must be available to work every fourth weekend and holidays, as required. Must be available to be on-call after normal business hours for emergency situations every fourth week.
