Position Description

The Position
The company is looking for Operations Supervisor candidates with a balanced combination of both technical and administrative skills. The ideal candidate will be a strong leader, with the ability to develop a long-term vision for the department and the talent to execute that vision. Candidates should possess a proven track record of success and be prepared to offer tangible examples demonstrating leadership, management, and technical ability. Developing a companywide view of the role is necessary, and a successful candidate must understand how the Operations Department fits the organization’s financial, customer service, and employee development goals. Candidates should be able to demonstrate skills in written and verbal communications, project management, resource management and personnel management.

Under the general direction of the Manager of Operations, the Operations Supervisor directly supervises and has responsibility for the day-to-day activities of System Operators and Maintenance Crews performing a wide variety of water production, storage, treatment, and distribution functions at a number of locations; and performs other related work and analysis as required.

Principal Duties & Responsibilities
Incumbent works with three other members of the supervisory team to plan, organize, supervise, review and evaluate the operation of the water distribution system on a 24-hour, 7 day basis. This includes enforcement of safety rules; develop work procedures and standards to ensure that treated water meets legal standards and that efficient and effective operating methods are utilized; inspection of pumps, motors, chemical feeders, and other mechanical equipment on a regular basis to ensure proper operation; arrange for maintenance and repair when required; work closely with engineering and technical planning staff to recommend and implement improvements regarding the effectiveness and economy of operation of the distribution system; requisition materials and supplies required for operations; recommend equipment modifications and purchase; prepare written reports, budgets, and analyses as required; and directs contractors in making infrastructure repairs. Candidate must be available to work a day-shift that includes every third weekend and several holidays each year.

Position Qualifications

Required Knowledge, Skills, and Abilities
Knowledge of:
• Supervisory principles and practices
• Safety practices in the operation of water pumping, production and storage facilities
• Principles, practices, methods, equipment, and maintenance involved in the operation of potable water treatment systems and associated transmission and distribution facilities
• Various water quality sampling processes and procedures
• Experience in the effective use of computer applications and technologies including Supervisory Control and Data Acquisition (SCADA) technologies and Computerized Maintenance Management Systems (CMMS), is desired
• Planning and scheduling of activities associated with construction and maintenance of electrical, mechanical, and water pipelines infrastructure, including at least two years of supervisory experience, is desired

Ability to:
• Interpret plant, piping and distribution diagrams, and engineering drawings
• Use resourcefulness, initiative, and independent judgment, particularly in emergency situations
• Organize and prioritize work to meet varied and changing operational needs
• Establish and maintain effective working relationships with those contacted through the course of the work
• Utilize a personal computer with spreadsheet and word processing software to conduct detailed analysis and reporting
• Communicate effectively in writing and verbally

Education and Experience
A Bachelor’s degree or equivalent course work in Electrical/Civil/Mechanical engineering, chemistry, environmental science or a related field is preferred. Additional experience is desired as either (1) an operator in responsible charge of water filtration plant or distribution systems operations, or (2) an engineer or other professional with responsible charge over water treatment and distribution activities. Possession of a CDPH Water Distribution Operator Grade D-3 certification is preferred, and candidate must make satisfactory progress toward possession of Grade D-5 after appointment to this position.
