Position Description

The Santa Clara Valley Water District is the primary water resources agency of Santa Clara County. It acts not only as the county’s water wholesaler, but also as its flood protection agency and is the steward for its streams and creeks, underground aquifers, and District-built reservoirs.
Within the District, the Office of Ethics and Corporate Governance provides Executive level focus and accountability for Core District programs that promote transparency and trust in service to the public. This office oversees operations in several program areas, including Ethics and Equal Opportunity Programs, or EEOP.
Working in close collaboration with Human Resources and other units within the District, EEOP ensures District-wide compliance with state and federal laws and District policies regarding discrimination and harassment. In addition, through its Reasonable Accommodation Program, EEOP ensures compliance with state and federal laws governing qualified individuals with disabilities in the workplace.

Key responsibilities include, but not limited to:

• Provide advice and guidance on ethics and EO issues to all levels of management and employees that is consistent with state and federal laws and District policies.
• Perform consultation, intervention or investigation involving complex analysis of allegations of EO and Ethics based violations.
• Prepare legally mandated reports, quarterly monitoring reports, EEOP monthly case management statistics, and other tracking reports upon request.
• Maintain confidential records for all activities within EEOP office.
• Audit and prepare Reasonable Accommodation files for archiving; assist with annual reviews of long-term accommodations; and provide back-up assistance for new reasonable accommodations.
• Prepare and present EEO orientation to new hires, temporary staff and student interns.
• Assist with administration of the Form 700 process to ensure District compliance with FPPC mandates.

Position Qualifications

Two years of experience equivalent to the level of Management Analyst I (total of four years of experience).
Public agency experience highly preferred. 4+ years of experience in areas of Human Resources, Public Administration, Ethics, Psychology, Social Welfare, Organizational Behavior or Industrial Relations.

Equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, accounting, finance, or a related field (such as specialized coursework or certification in ethics investigation and compliance, EEOC coursework or Business writing). Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.
