THE POSITION
East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for this Limited Term (LT) position (up to 2 years) in the Information Systems Department. This Senior Systems Programmer (SSP) will be responsible for the upgrade and support of the Network Infrastructure associated with EBMUD’s Industrial Control Systems (ICS). EBMUD’s ICS infrastructure includes Water Operations, Centralized Security System, Power Management System, Building Management and Control System, and Waste Water Operations.

We are seeking candidates with a solid, thorough understanding and EXPERT experience with the following:
• Network Design, administration, configuration and troubleshooting, large scale network infrastructure including Local Area Network, Wide Area Network, long range outdoor wireless, and cellular networking.
• Network architecture and principles of design, integration, and administration, including topologies and protocols,
• Advanced knowledge of routers, switches and firewalls (Cisco ASA), and QoS
• Installation, configuration, and maintenance of network and host based intrusion prevention systems, firewalls, and other security devices.
• Managing and maintaining network monitoring systems.
• Responding to and analyzing security system alerts and incident reports.
• Proactively assessing potential items of risk and vulnerability in the network & systems.
• Managing systematic collection, storage and review of all network configuration files.
• Advanced knowledge of data center design and best practices including VMWare for virtualization
• Designing and implementing multi-site MPLS networks

The ideal candidate will have the ability to:
• Work with a team of SSPs to architect, procure, and implement a local and wide area network to deliver services to support the ICS Infrastructure while incorporating IT security best practices.
• Develop best practice policies and procedures for the support and maintenance of existing ICS network infrastructure.
• Provide expert level product consultation and purchasing advice to non-IT ICS staff for upgraded hardware purchasing decisions.
• Work with third party ICS vendors to ensure that all designs conform to vendor specified requirements.
• Apply knowledge of TCP/IP and networking best practices to a variety of hardware vendors to assure interoperation. This includes knowledge of Cisco, Stratix, and Checkpoint security devices. Protocols in use include MPLS, EIGRP, and RIP.

Position Qualifications

1. Completion of four years of college resulting in graduation or its equivalent.
2. *Two years of experience in systems programming, one year of which was at a level comparable to or higher than the EBMUD class of Systems Programmer II.
3. Ability to serve in a rotation of 24/7 on-call support.

*A bachelor’s degree in computer science or closely related field that has included accounting courses may be substituted for one year’s experience programming business applications.
