Position Description

East Bay Municipal Utility District (EBMUD), one of nation’s largest independent water and wastewater utility, invites qualified professionals to apply for the position of Human Resources Regulatory Coordinator.

The Human Resources Regulatory Coordinator is responsible for planning, directing, and overseeing the activities of ongoing EBMUD-wide human resource programs such as drug and alcohol testing, family and medical leave, disability accommodation, employee assistance programs, safety/business continuity, and other areas related to human resources compliance. This individual must be skilled in training, negotiating, and partnering internally across divisions and with outside agencies to ensure appropriate program administration and enforcement.

Duties include:
• Planning, directing, and evaluating the work performed by contract program staff such as physicians and laboratory services, and coordinating their work with EBMUD staff
• Recommending and assisting in the implementation of program goals and objectives
• Monitoring and evaluating specific federal and state mandated and EBMUD programs such as OTETA, Drug Free Workplace Act, Americans with Disabilities Act, and Employee Assistance
• Investigating and making recommendations in connection with departmental and interdepartmental operations and administrative issues concerning these programs
• Providing technical assistance to supervisors and employees concerning ADA accommodation requests and to employees regarding employee assistance programs
• Conducting studies on program administrative and budgetary issues, and on program policies, procedures, methods, and proposals
• Making recommendations to improve efficiency, cost effectiveness, and quality of program operations
• Advising or recommending actions in matters related to human resources management which may include staffing, motivation, discipline, employee relations, labor contract interpretation and other related subjects
• Preparing and presenting complex reports, manuals, memoranda, correspondence and other documents or materials
• Coordinating or managing projects, studies, or other work assignments with individuals, groups, departments, or other agencies.

The ideal candidate has worked in a lead capacity, demonstrates the ability to work with a broadly outlined scope using independent judgment, has a variety of relevant experience, demonstrates continuous professional development, and exhibits integrity, respect, and high emotional intelligence. Teamwork and cultivation and maintenance of professional relationships is required.

The annual salary is $103,680 up to $149,736. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($134,784 per year).

Position Qualifications

1. A Bachelor’s degree or its equivalent with major coursework in public administration, business administration, or related field; and,

2. Five (5) years of increasingly responsible experience in planning, organizing, managing, and implementing diversified and complex projects or programs commonly identified within the fields of human resources, risk management, or legal compliance.
