Position Description

The Finance Manager is a division manager at Delta Diablo, reporting to the Business Services Director, with primary responsibility for overseeing the accounting, finance, budgeting and procurement activities of the agency, and directing and supervising the day-to-day operations of the Finance Division. This position has immediate responsibility for the District’s accounting policies and practices, budget control, adherence to established internal controls, maintenance of financial records, and the preparation of periodic financial and budgetary reports. Works with the Business Services Director on the agency’s cash management and investments, capital financing and debt services, rate and fee studies, and short and long-range financial planning. The Finance Manager develops and implements divisional goals, objectives, policies, procedures and work standards to align with the District’s vision and strategic goals of operational excellence and financial sustainability.

Position Qualifications

Delta Diablo is seeking an individual with a high degree of proficiency and experience in making a wide range of managerial and financial decisions with organizational and legal impacts. The ideal candidate would possess experience working at a special district or similar public agency/municipality; working knowledge of local government fund accounting and strong government financial management skills; customer-centered and collaborative management style along with an adherence to the highest ethical and moral standards and transparency; strong written, verbal and interpersonal communication skills. Demonstrated ability to identify and implement work process and organizational improvements is highly desired. Success in this position will require a team-based leadership style that builds and maintains trust and a strong sense of integrity with staff, various stakeholders and customers including the Board of Directors and the public. A supervisory style that seeks to cultivate and develop staff through sharing of knowledge and experience in a mentoring and coaching mode is strongly preferred.

The selected candidate is required to have: 1) an educational background equivalent to an Bachelor’s Degree in accounting, economics, business or public administration, or a directly-related field; 2) at least five years of progressively responsible government fund accounting and financial analysis experience, including demonstrated ability to apply sound internal controls in accordance with Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) standards and guidelines; 3) demonstrated experience preparing financial and budgetary reports and written communications to governing bodies; and 4) prior experience with Enterprise Resource Planning (ERP) Systems including user interface (i.e., user access and security permissions). A Master’s degree and possession of an active license as a California Certified Public Accountant (CPA) issued by the California State Board of Accountancy is highly desirable. Prior supervisory experience is strongly preferred.
