The San José Environmental Services Department (ESD) is responsible for the management of solid waste collection and recycling; watershed protection and pollution prevention; municipal drinking water and recycled water; community sustainability initiatives, and the operation and infrastructure improvements of the San José-Santa Clara Regional Wastewater Facility. Positions & Duties

The RWF is one of the largest advanced wastewater treatment facilities in the nation and treats water from homes and businesses in the cities of San José, Santa Clara, Milpitas, Campbell, Cupertino, Los Gatos, Monte Sereno, Saratoga, and unincorporated areas within Santa Clara County. The RWF serves a population of over 1.4 million people and has the capacity to treat 167 million gallons of wastewater per day. The RWF is now more than 50 years old and in need of a significant rehabilitation through the Capital Improvement Program (CIP).

The Associate Engineering Technician (AET) position is a journey level class in the Engineering Technical series. The AET position typically works under the general supervision of a Sr. Engineering Technician or a professional engineer. All of the AET positions advertised in this job posting will be located at RWF at 700 Los Esteros Road, San Jose, CA 95134.

Facilities and Maintenance Position Information

The Facilities and Maintenance division at RWF is recruiting to fill one AET position to work in the Maintenance and Control center at the RWF. The RWF is staffed 24 hours a day, seven days a week. This position may need to occasionally work on the weekends.

Typical duties and responsibilities for the Facilities and Maintenance position include but are not limited to:
•Assisting with supervising contractors and personnel to complete facility related tasks such as managing and providing services and repairs for facility infrastructure and equipment (structural repairs on roofs, fence, building etc., process and mechanical related equipment land and levee management, and all associated entities); ensuring safety related audits and certification are completed; completing contract specifications and request are met; conducting contract management such as renewal of options, management of funds, approval of payment; providing customer service to various maintenance groups, staff, contractors and other City departments; developing plans using computer software (i.e. Excel, Visio, etc.) to determine workforce, machinery and funds to complete the task; inspecting work assuring project request, specifications are met and completed as scheduled; collecting data, generating reports, coordinating and scheduling for preventative maintenance programs; assist with overseeing the Alternative Work Program.

CIP Position Information

The CIP is recruiting to fill two (2) AET positions. These positions usually work a regular Monday through Friday, weekday schedule. The CIP AET positions will be responsible for supporting program management and project deliver efforts by providing technical support to a variety of wastewater improvement projects from planning through detailed design, bid and award, and construction.

Typical duties and responsibilities for the CIP positions include but are not limited to:

CIP Program Management

•Supporting and assisting with program management activities such as: program and project, performance tracking; reporting and budget analysis, review and interpretation of project schedules and estimates; document management; preparation of graphics, maps, and other material for reports and presentations; and development and implementation of program control systems, tools and procedures.

CIP Project Delivery

•Supporting and assisting CIP project delivery with the following: collecting and analyzing field, operational and technical data; researching wastewater equipment, material costs and specifications, and construction applications; assisting with the review and/or development of engineering plans, specifications, cost estimates, construction contracts, and bid summaries; preparing CAD drawings, diagrams, maps, and other presentation material; performing field inspections, assisting consultants with condition assessment, geotechnical site investigation and potholing; maintaining and updating CAD standards and record drawings, and interfacing effectively with consultants, contractors, operations and maintenance staff, and other city department staff.

Position Qualifications

Minimum Qualifications

1. Education: Successful completion of high school, General Educational Development (G.E.D.) Certificate, or California Proficiency Certificate.

2. Experience: Four (4) years of increasingly responsible sub-professional engineering/technical support experience of which two (2) years must have been in a position comparable to the level of a City of San José Engineering Technician II or close equivalent.

Acceptable Substitutions: Successful completion of two (2) academic years or sixty (60) semester units of college level engineering technology courses or related field may be substituted for the two (2) years of sub-professional engineering/technical support experience. There will be no substitution for the two (2) years experience comparable to the level of a City of San José Engineering Technician II or equivalent. There will be no substitute for the education requirement.

3. Licenses or Certificates: Possession of a valid driver’s license authorizing operation of a motor vehicle in the State of California.
