Position Description

East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for this (T) temporary (up to 6 months) Associate Civil Engineer position. This is the lead class in the professional civil engineering classification series. Engineers in this class provide lead supervision, perform the more difficult or complex civil engineering work and exercise a greater latitude of independent judgment. Incumbents in this class often serve as project leader on major civil engineering projects. Assignments may be in the field of structural, water resource, sanitary, water systems, control systems or geotechnical engineering. This class is distinguished from the Senior Civil Engineer which primarily is a technical supervisory class responsible for planning, coordinating, directing, and evaluating an engineering section or engineering projects. The current position is in the Inflow/Infiltration Control Program/Wastewater Environmental Services Division although this list may also be used for future temporary openings which may occur in the next 6-12 months.

Duties may include:
• Project management, planning and implementation of investigations to locate sources of non-waste flows entering the regional wastewater collection system
• Coordinate and document annual reports to regulatory agencies, including the development of the FY18 Annual Report for compliance with the Wet Weather Consent Decree and the Annual Notice of Defects to the City of Oakland for non-waste sources identified within the past fiscal year.
• Evaluating and recommending project alternatives, preparing cost estimates and implementation plans.
• Coordination across multiple departments for project design, implementation, and operational support.
• Coordination with external stakeholders including customers, cities/counties, community groups, regulatory agencies, partner agencies, etc.
• Managing project budget, schedule, and contracts.
• Ensuring compliance with applicable regulations.
• Communicating effectively orally and in writing.

Position Qualifications

1. A bachelor's degree in an ABET-accredited civil or closely related engineering curriculum OR a California EIT Certificate;
2. Two years of civil, geotechnical, or sanitary engineering experience at a level comparable to or higher than EBMUD'S Assistant Engineer class; AND
3. California registration as a Professional Civil Engineer.
4. Willingness to work overtime as needed.
5. Possession of the physical characteristics to perform the critical and important duties of the position.
6. Possession of a valid California driver’s license and a satisfactory driving record.
