Position Description

Advance your career as an Assistant Engineer (SCADA) with an industry-leading water and wastewater utility. The current opening is in the Supervisory Control and Data Acquisition (SCADA) Engineering Section, part of East Bay Municipal Utility District’s (EBMUD’s) Operations and Maintenance Support Department. Assistant Engineer is the second-level position in the engineering series, reporting to a Senior Electrical Engineer.

The ideal candidate will demonstrate experience in the following:

Control System and Instrumentation Technical Knowledge: Research, develop, interpret, maintain, and troubleshoot instrumentation and control systems including SCADA, PLCs (programmable logic controllers), DCS (distributed control systems), security systems, process control strategies, P&ID (process and instrumentation diagrams), process control elevation and layout drawings, process control panels, and PLC elementary diagrams.

Computer, Networking and Control System Applications: Program, configure, and document PLCs, SCADA, DCS, Human-Machine Interfaces (HMIs), data communication radios, security systems, network routers, switches, servers, firewalls, and Windows-based servers/workstations. Experience with Cisco equipment, and computer security is a plus.

Control System Troubleshooting Skills: Troubleshoot various process control and information systems including PLCs, SCADA, DCS, wired and wireless communications, information system networks, and security systems.

Project Planning and Management: Plan and develop project scope, schedule, and budget for complex control systems engineering projects; prepare contract bid documents; coordinate work of multi-disciplinary teams; direct, monitor, and control project activities; ensure compliance with scope, goals, schedules, and budgets.

Construction and Maintenance Support and Start-up: Provide construction and maintenance support, start-up, and commissioning for various process control projects and water operation facilities.

Planning, Technical Review and Research: Plan and perform preliminary design of water supply, distribution and treatment-related process control projects; conduct engineering analyses; review and evaluate technical submittals, proposals, and reports; prepare all necessary documentation.

Written Communication: Prepare concise and accurate engineering reports, correspondence, and memos for a wide variety of audiences including EBMUD staff, government, regulatory agencies, contractors, and the public.

The salary range is $8,856 per month increasing to $9,299, $9,764, $10,252 and $10,765 after 6, 18, 30, and 42 months, respectively.

Position Qualifications

Any combination of education and experience that has led to the acquisition of the knowledge and abilities indicated above. Typical means of acquiring the essential knowledge and abilities is a combination of training and experience equivalent to:

1. A bachelor’s degree in an ABET-accredited electrical or closely related engineering curriculum OR a California EIT Certificate; and

2. Two years of engineering experience (subsequent to obtaining the degree) at a level comparable to, or higher than EBMUD’s Junior Engineer classification. An advanced degree in an accredited electrical or closely related engineering curriculum may be substituted for one of the required years of experience.
